    The Opportunity 

    The City of Madison Metro Transit is seeking a qualified Finance Manager to manage the financial and fiscal operations of Metro Transit. The position is responsible for preparing the capital and operating budgets; developing fiscal controls and systems; overseeing payroll and purchasing; including supervising use of the City's finance-specific software; coordinating the integration of grant funding into financial systems; and preparing related analysis and recommendations.

    Examples of Duties and Responsibilities

    Develop and administer Metro Transit's accounting operations, including systems and procedures, financial reporting and budgeting, and capital asset accounting:

    • Recommend policy changes and implement revisions to established accounting procedures.
    • Process and interpret data in reports and financial statements.
    • Conduct or coordinate internal audits of records and systems used for internal control.
    • Prepare monthly financial reports for management, other government agencies and City oversight committees.      
    • Reconcile general ledger balances and activity to ensure accuracy.
    • Compare actual results to budget and prior year and analyze discrepancies.
    • Review accounting systems and identify, develop and lead execution of improvements.
    • Administer or oversee administration of local and capital grant funding, regulations and reporting for large contracts and projects in collaboration with Capital Project Manager.
    • Prepare for the year-end audit, prepare the annual financial statements and financial portions of National Transit Database (NTD) report and assist the independent auditors in their review.
    • Administer partner contracts and coordinate with partner entities, follow and monitor related regulations.
    • Act as liaison between Metro and other government agencies for fiscal, budget and related operations. 
    • Attend periodic City oversight meetings, such as the Finance Committee and the Transit and Parking Commission, and provide analysis and answer questions related to Metro activities.

    Research and develop information for the preparation of capital and operating budgets: 

    • Prepare financial forecasts to plan for future year expenditures. 
    • Work to monitor and integrate grant funds into financial operations and systems.
    • Review and summarize budget requests and assist management in developing budget item justifications and related information. Coordinate budgetary process with the City Finance Department.
    • Administer the annual capital and operating budget process.
    • Prepare reports to submit to management to analyze budget requests.
    • Coordinate with management to modify or create policies around agency expenditures and purchasing.
    • Analyze and report on available grant funding to identify potential impacts on current and future budgets.

    Supervise and assign work to professional, administrative and technical staff:

    • Hire in accordance with equitable hiring goals and recommendations and using the equitable hiring tool. 
    • Evaluate and train staff and deal with disciplinary and employee grievance issues, as necessary.
    • Meet regularly with all Finance staff to review workloads, processes, etc.
    • Assist the managers of the payroll, procurement and grants management functions and help to identify issues and analyze performance.
    • Supervise the accounts receivable and billing, accounts payable, pass sales and cash processing functions.
    • Provide leadership, mentoring and training to all Finance staff.
    • Prepare specialty analyses and incidental financial reporting.
    • Other related duties as assigned.
    Minimum Qualifications
    • Bachelor's degree in Accounting, Business Administration, Finance, Public Administration or a related field, AND two (2) years in a financial project management capacity with leadership and supervision duties.

    • Associate's degree in Business, Finance, Accounting or related field AND four (4) years of progressively responsible experience in professional accounting and financial related activities, which includes two (2) years in a financial project management capacity with leadership and supervision duties.

    Leave

    Summary of Job

    Under general direction, this position plans, organizes, oversees, coordinates, and manages the staff and activities of the Transit Operations Division; manages the day-to-day delivery of public transportation services for fixed route, on-demand, paratransit and microtransit services; manages the effective use of Division resources to improve organizational productivity and customer service; provides complex and responsible support to Deputy Community Development Director in areas of expertise; and performs related work as required.

    The duties described below are indicative of what a Transit Operations Manager might be asked to perform. Other duties may be assigned.

    Essential Duties & Responsibilities

    1. Plans, manages, and oversees the daily functions, operations, and activities of transit operations, including the day-to-day delivery of public transportation services for fixed route, on-demand, para-transit, and microtransit services.
    2. Responsible for ensuring the effective and safe operation and maintenance of vehicles, equipment, and facilities including bus stop signs and shelters.
    3. Participates in the development and implementation of goals, objectives, policies, and priorities for the Division; recommends within Division policy, appropriate service and staffing levels; recommends and administers policies and procedures.
    4. Contributes to the development, administration, and oversight of the Division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding as requested.
    5. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
    6. Negotiates, administers, monitors and interprets contracts with vendors and outside consultants.
    7. Participates in the selection of, trains, motivates, and evaluates Transit personnel; works with employees to correct deficiencies; recommends, implements, and overseas discipline and termination procedures.
    8. Assists with opening and closing supervisor duties when needed; provides route coverage during periods of staff shortages.
    9. Manages and oversees fixed route operator scheduling, timekeeping, and Transit related software.

    11. Assists with development of a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
    12. Serves as a liaison for assigned functions with other Departments, Divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary.
    13. Attends and participates in professional group meetings; stays abreast of new trends and innovations in public transportation service delivery and planning; researches emerging products and enhancements and their applicability to the needs of the community and Beloit Transit System.
    14. Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
    15. Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
    16. Directs the establishment and maintenance of working and official Division files.

    Qualifications

    EDUCATION, TRAINING OR EXPERIENCE

    1. High school diploma or equivalent.
    2. Associate’s Degree from an accredited college or university in business, planning, transportation or a related field is preferred.
    3. Five to seven years of progressively responsible supervisory experience with experience in oversight and/or supervision of public transit or other transportation scheduling.
    4. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

    CERTIFICATION/LICENSES

    1. A Commercial Driver's License (CDL) with appropriate endorsements for operation of a transit vehicle and satisfactory driving record.
    2. Ability to obtain certification or successfully complete training provided by industry partners, such as insurance carriers, Wisconsin Department of Transportation, National Transit Institute, Federal Transit Administration, Transportation Safety Institute, etc.

    The Office of the City Attorney is seeking a qualified candidate for the position of Assistant City Attorney. This position has three primary functions. The position will devote 50% of its time to working on issues and matters related to Madison Metro Transit. It will also advise City officials, staff, and committees regarding other transportation-related matters and it will assist in negotiating, reviewing, and drafting software contracts on behalf of City agencies. 


    This is an advanced level position requiring responsible professional legal work in the City Attorney’s Office, excellent communication skills, and sound legal judgment. Employee may be assigned diverse legal activities including grant and contract work, ordinance drafting, civil litigation, and/or general law practice (consistent with the needs of the organization). This class encompasses all non-managerial positions engaged in professional legal work within the City Attorney’s office. Work is performed with varying degrees of independence as employees gain necessary proficiencies.


    Relocation expenses are negotiable. This position will receive a 2% pay increase in July 2023 and an additional 1% pay increase in October 2023. Step increases will occur on an annual basis upon an employee’s completion of their probationary period. Longevity pay provisions take effect beginning with the 5th year of continuous employment.

    Serve as primary attorney representing and advising Madison Metro Transit management and staff:

    • Understand and advise Metro Transit staff regarding all relevant Federal Transit Administration (FTA) rules and regulation, including but not limited to Title VI requirement, charter rules, Transit Asset Management, and Public Agency Safety Plans.

    • Negotiate legal terms for software licensing and other technology agreements; manage contract process; and provide advice regarding annual renewal of software and technology support agreements.
    • Provide legal advice to Metro Transit staff on a variety of legal issues, and draft documents such as ordinances, resolutions, and memoranda to staff and elected officials related to Metro Transit matters.

    Serve as primary attorney representing and advising Department of Transportation and City bodies with jurisdiction over transportation policies and initiatives:

    • Provide legal advice to Department of Transportation management and staff, the Transportation Commission, the Transportation Policy and Planning Board, and elected officials related to transportation issues, policies and initiatives, and compliance with federal, state, and local transportation laws and regulations. 
    • Draft ordinances, resolutions, memoranda, and other documents related to City transportation policies and initiatives, being mindful of racial equity and social justice implications.
    • Assist the Department in complying with requirements associated with Federal and State funding and permitting, such as National Environmental Policy Act documentation, Uniform Relocation Act of 1970, and other pertinent laws.
    • Review, negotiate, and draft Department of Transportation contracts.

     Serve as back-up attorney for City-wide software and technology contracts:

    • Assist primary contracts attorney in the review, negotiation, and drafting of software license agreements and technology support contracts.
    • Coordinate with staff of City agencies to complete contracting processes.

    Perform other related duties as assigned.

    Minimum Qualifications
    • Graduation from an accredited law school.

    AND

    • Two (2) years experience in applying federal and state laws and judicial interpretation and precedent related to either transit systems and transportation issues or contracts and grants; related municipal laws and ordinances; and racial and social equity principles and practices.
