    The Office of the City Attorney is seeking a qualified candidate for the position of Assistant City Attorney. This position has three primary functions. The position will devote 50% of its time to working on issues and matters related to Madison Metro Transit. It will also advise City officials, staff, and committees regarding other transportation-related matters and it will assist in negotiating, reviewing, and drafting software contracts on behalf of City agencies. 


    This is an advanced level position requiring responsible professional legal work in the City Attorney’s Office, excellent communication skills, and sound legal judgment. Employee may be assigned diverse legal activities including grant and contract work, ordinance drafting, civil litigation, and/or general law practice (consistent with the needs of the organization). This class encompasses all non-managerial positions engaged in professional legal work within the City Attorney’s office. Work is performed with varying degrees of independence as employees gain necessary proficiencies.


    Relocation expenses are negotiable. This position will receive a 2% pay increase in July 2023 and an additional 1% pay increase in October 2023. Step increases will occur on an annual basis upon an employee’s completion of their probationary period. Longevity pay provisions take effect beginning with the 5th year of continuous employment.

    Employees may be eligible for loan forgiveness through the Public Service Loan Forgiveness Program.

    Examples of Duties and Responsibilities

    Serve as primary attorney representing and advising Madison Metro Transit management and staff:

    • Understand and advise Metro Transit staff regarding all relevant Federal Transit Administration (FTA) rules and regulation, including but not limited to Title VI requirement, charter rules, Transit Asset Management, and Public Agency Safety Plans.
    • Review grant agreements for funding provided to Madison Metro Transit projects and operations, including the Bus Rapid Transit project, and ensure compliance with federal and state grant requirements, including those of the FTA.
    • Negotiate, draft, and review a variety of Metro Transit agreements, including contracts related to bus purchases, Bus Rapid Transit route construction, consultant services, partner community services, and advertising on buses. Ensure compliance with Metro partner agreements and advise on regulatory changes necessary to maintain strong partner relationships. Provide advice on contract award procedures and protests.
    • Negotiate legal terms for software licensing and other technology agreements; manage contract process; and provide advice regarding annual renewal of software and technology support agreements.
    • Provide legal advice to Metro Transit staff on a variety of legal issues, and draft documents such as ordinances, resolutions, and memoranda to staff and elected officials related to Metro Transit matters.

    Serve as primary attorney representing and advising Department of Transportation and City bodies with jurisdiction over transportation policies and initiatives:

    • Provide legal advice to Department of Transportation management and staff, the Transportation Commission, the Transportation Policy and Planning Board, and elected officials related to transportation issues, policies and initiatives, and compliance with federal, state, and local transportation laws and regulations. 
    • Draft ordinances, resolutions, memoranda, and other documents related to City transportation policies and initiatives, being mindful of racial equity and social justice implications.
    • Assist the Department in complying with requirements associated with Federal and State funding and permitting, such as National Environmental Policy Act documentation, Uniform Relocation Act of 1970, and other pertinent laws.
    • Review, negotiate, and draft Department of Transportation contracts.

     Serve as back-up attorney for City-wide software and technology contracts:

    • Assist primary contracts attorney in the review, negotiation, and drafting of software license agreements and technology support contracts.
    • Coordinate with staff of City agencies to complete contracting processes.

    Perform other related duties as assigned.

    Minimum Qualifications
    • Graduation from an accredited law school.

    AND

    • Two (2) years experience in applying federal and state laws and judicial interpretation and precedent related to either transit systems and transportation issues or contracts and grants; related municipal laws and ordinances; and racial and social equity principles and practices.

    The City of Madison Metro Transit is looking for a Transit Maintenance Manager. This is a responsible administrative, supervisory and technical position that directs the personnel activities and functions of the Maintenance Unit (both directly and through supervisors.) Under the general supervision of the Chief Maintenance Officer and in coordination with other Maintenance Managers, the employee must exercise considerable judgment in providing for the planning, procurement, maintenance, servicing, and repair of transit vehicles and mechanical equipment, the buildings and grounds, facilities, and the transit system. Specific program management includes training, safety & security, collective bargaining agreement(s), performance and progressive discipline, diesel and all-electric vehicles, bus shelters, diagnostics and warranty, and new construction or renovation of facilities.

    The Transit Maintenance Managers must also be change leaders in the organization, maintain multiple facilities, and manage staff assigned at multiple locations and in the field.

    • Access the overall impact of departmental policies and procedures to ensure their consistent application and implementation.  Coordinate the needs or requests of other units within the organization that impact the Maintenance Unit. Prepare and present maintenance related analyses and reports to Metro leadership. 
    • Analyze procedures and processes using an equity perspective to remove barriers and increase inclusion related to racial equity and social justice.
    • Monitor and coordinate on-going development of Unit safety and training programs through supervisory positions and staff in the maintenance, parts and building and grounds units including apprenticeship program development and the public transportation agency safety plan. 
    • Monitor and coordinate the maintenance of vehicle records, parts records and building and grounds records and computerized information management system including transit asset management tracking. 
    • Oversee vehicle warranty administration. Oversee parts procurements and staff in the Parts Department.  Monitor and review stocking levels and authorize purchases. Monitor trends in work quality, fleet readiness, trouble calls, spare ratios, held buses, energy efficiency, and hazards.
    • Develop and implement departmental policies. Represent Maintenance Unit in Labor Contract Negotiations (prepare Maintenance Unit proposal.). Represent Maintenance Unit in Labor Management Team Meetings (Grievances). Review and update existing policies. Develop new policies as required. Monitor adherence to department policies.  Coordinate impact of department policies with other departments. Work with the Metro Department Equity Team to identify equity goals and implement strategies.
    • Provide technical support functions. Provide technical expertise and trouble shooting in equipment diagnostics and repair. Prepare, revise, and update Technical Specifications for coaches. Negotiate procurement, oversee manufacture, and represent City in pre-production meetings.     
    • Prepare equipment technical specifications. Coordinate technical vendor support. Review and evaluate new products and equipment technologies in the industry.
    • Maintain knowledge of current products and problems associated with current products (changes, updates, recalls, etc.)  Develop program for all electric buses and support vehicles.
    • Perform related work as assigned.
    Minimum Qualifications
    • Four (4) years of progressively responsible vehicle maintenance experience (or related heavy equipment), and administrative duties relating to vehicle maintenance. A degree or certificate in Diesel Maintenance, Business Administration, Public Administration, or a related field may be substituted for one year of experience.  At least two (2) years of experience must be as a supervisor with leadership responsibility. Transit experience preferred.

    If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

    Four (4) years experience in applying the following:

    • Mechanical, electrical, heating and air conditioning maintenance and repair principles, and practices applicable to vehicles or related heavy equipment.
    • Related management principles and practices.
    • Computer and ability to use computer programs, spreadsheets and data bases applicable to the duties of the position.

    Two (2) years experience in applying the following:

    • Principles and practices related to alternative fuel vehicles.
    • Full range of supervisory principles and practices, change management and personnel management.

    Familiarity with the following:

    • Applicable facility and grounds maintenance principles and practices.
    • Construction or project management principles and practices.

    Special Requirements

    Possession of a valid Wisconsin Driver’s License.

    Physical Requirements:

    Work in this position is primarily performed in an office environment. However, the employee will be expected to physically access all areas of the Metro Transit facilities, including storage and equipment rooms on second floor maintenance areas only accessible by stairs. The employee should also have the physical ability to bend, stoop, and reach overhead in order to access areas on the buses. Employees will be expected to sit or stand for extended periods of time.

This position includes driving city-wide bus routes while maintaining the schedule and obeying traffic laws, providing information to customers regarding the Transit System, tracking passenger count data, and more!

    Candidates must be able to work Saturdays and flexible hours on weekdays and weeknights. Candidates must also have great customer service skills, a good driving record, be able to maintain a positive attitude, and possess or obtain and maintain a valid Class B CDL with no air brake restrictions and P endorsement. Our Transit Division will provide CDL training, if needed! A High School Diploma or equivalent (GED, etc.) is preferred.

    The Transit Superintendent oversees the contracted operations of all Ozaukee County transit services including the Commuter Express Bus and Shared Ride Taxi. They are responsible for creating accurate financial and statistical reports on transit operations for county, state, and federal reporting.

    Candidates must be able to work approximately 20 hours per week, have great customer service skills, a good driving record, be able to maintain a positive attitude, and possess or obtain and maintain a Class B CDL with no air brake restrictions and P endorsement. Our Transit Division will provide CDL training, if needed! 

    Schedule: We offer the ability to pick your own schedule (out of the available shifts)! Transit’s hours of operations are Monday – Friday from 5:30 a.m. – 11:56 p.m. and Saturday from 8:00 a.m. – 11:56 p.m. Schedules are chosen 3 times per year and your schedule remains the same during that timeframe. There is also the opportunity to go full-time in the future as openings occur!
