Transit Capital Program Manager

The City of Madison Metro Transit is hiring a Transit Capital Program Manager. This is an exciting time in Metro's growth with a complete system redesign currently being implemented and Bus Rapid Transit (BRT) corridors with related upgrades to follow over the next several years. This position will lead the team of people responsible for development and implementation of capital projects meant to advance the speed, reliability, efficiency, and customer experience for Metro services. The position will lead project managers and also manage major projects themselves. Projects include BRT, transit centers, bus lanes, bus bulbs and floating stops, specialized signals, railroad crossing exemptions, and similar projects. Responsibilities will include conceptual project planning, vendor selection, budgeting, outreach, design oversight, and construction oversight. This employee performs duties under the general supervision of the Chief Development Officer. Come help Metro grow!

Examples of Duties and Responsibilities
  • Plan, direct, manage and oversee the activities of development projects (BRT corridors, local route supporting infrastructure, programs and functional areas)
  • Manage alternatives analysis, environmental analysis, third party agreements
  • Supervise concepts, preliminary and final engineering for projects
  • Coordinate with other departments, divisions and outside agencies
  • Provide highly responsible and complex administrative support
  • Supervise, coach, train, motivate, assign and direct work of staff
  • Advise, counsel and discipline staff and make hire/termination decisions
  • Conduct high level negotiations and effectively partner with local jurisdictions, agencies, utilities, contractors, consultants and community groups
  • Work effectively with internal and external decision and policy makers
  • Analyze and problem solve complex issues through the life of projects
  • Implement project solutions in line with agency goals and garner stakeholder support
  • Plan equitable public and stakeholder meetings
  • Present on a variety of topics to public groups and committees
  • Meet with City Alders and other decision and policy makers
  • Participate in City and other meetings and committees, representing Department interests
  • Develop, administer, maintain and oversee annual capital budget for assigned projects
  • Ensure all local, state and federal racial equity and social analyses are performed at appropriate times and recommendations are implemented
  • Prioritize and manage workflow of projects and staff
  • Apply racial and social equity principles and practices, including understanding the ways in which historical and ongoing inequities further marginalize communities of color, immigrant communities, disabled communities, youth and older adults, and lower-income populations 
  • Perform other work as assigned
Minimum Qualifications
  • Five (5) years progressively responsible project management experience with emphasis on engineering, transit planning, construction, or related projects
  • Two (2) years of leadership experience that could have been gained in a professional, volunteer or community setting
  • Bachelor's Degree in engineering, construction management, urban planning, public administration, transportation planning or related field
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Eight (8) years experience in applying the following:
  • Principles and practices related infrastructure construction, planning, program development, transportation engineering, consensus building, and equitable community engagement 
Two (2) years experience in applying the following:
  • Principles and practices of leadership and supervision
  • Concepts and tools related to racial equity, social justice and historical inequities
  • Computers and ability to use computer software applicable to the duties of the position

Ability to meet the travel requirements of the position.

Work in this position is primarily performed in an office environment. However, the employee will be expected to travel to various sites and project locations in the Metro service area.

Employee will be expected to attend public and other meetings outside of regular work hours.
