Summary of Job
Under general direction, this position plans, organizes, oversees, coordinates, and manages the staff and activities of the Transit Operations Division; manages the day-to-day delivery of public transportation services for fixed route, on-demand, paratransit and microtransit services; manages the effective use of Division resources to improve organizational productivity and customer service; provides complex and responsible support to Deputy Community Development Director in areas of expertise; and performs related work as required.
The duties described below are indicative of what a Transit Operations Manager might be asked to perform. Other duties may be assigned.
Essential Duties & Responsibilities

- Plans, manages, and oversees the daily functions, operations, and activities of transit operations, including the day-to-day delivery of public transportation services for fixed route, on-demand, para-transit, and microtransit services.
- Responsible for ensuring the effective and safe operation and maintenance of vehicles, equipment, and facilities including bus stop signs and shelters.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the Division; recommends within Division policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Contributes to the development, administration, and oversight of the Division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding as requested.
- Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
- Negotiates, administers, monitors and interprets contracts with vendors and outside consultants.
- Participates in the selection of, trains, motivates, and evaluates Transit personnel; works with employees to correct deficiencies; recommends, implements, and overseas discipline and termination procedures.
- Assists with opening and closing supervisor duties when needed; provides route coverage during periods of staff shortages.
- Manages and oversees fixed route operator scheduling, timekeeping, and Transit related software.
- Assists in preparation and presentation of staff and agenda reports and other necessary correspondence related to assigned activities and services, as assigned; may present reports to various commissions, committees, and boards.
- Assists with development of a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
- Serves as a liaison for assigned functions with other Departments, Divisions, and outside agencies; provides staff support to commissions, committees, and task forces, as necessary.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in public transportation service delivery and planning; researches emerging products and enhancements and their applicability to the needs of the community and Beloit Transit System.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Directs the establishment and maintenance of working and official Division files.
- Ensures compliance with mandated safety rules, regulations, and protocols, including civil rights, OSHA, and ADA.
- Other duties, as assigned.
Qualifications
In evaluating candidates for this position, the City may consider a combination of education, training and experience which provides the necessary knowledge, skills and abilities to perform the duties of the position.
EDUCATION, TRAINING OR EXPERIENCE
- High school diploma or equivalent.
- Associate’s Degree from an accredited college or university in business, planning, transportation or a related field is preferred.
- Five to seven years of progressively responsible supervisory experience with experience in oversight and/or supervision of public transit or other transportation scheduling.
- Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
CERTIFICATION/LICENSES
- A Commercial Driver's License (CDL) with appropriate endorsements for operation of a transit vehicle and satisfactory driving record.
- Ability to obtain certification or successfully complete training provided by industry partners, such as insurance carriers, Wisconsin Department of Transportation, National Transit Institute, Federal Transit Administration, Transportation Safety Institute, etc.

- Ability to perform basic math skills including functions like addition, subtraction, multiplication and division in all units of measurement, using whole numbers, common fractions, and decimals.
- Ability to perform basic analysis including development of statistics and budgetary analysis.
- Ability to develop and manage municipal budgets and accounts with an understanding of municipal and fund accounting.
TOOLS AND EQUIPMENT USED
- Computer and peripheral equipment.
- Computer software programs, including word processing, spreadsheet, publication and presentation software as well as software used in the Beloit Transit System.
- Standard office equipment, including printers, telephone, fax machine, calculator and copy machine.
- The tools and equipment required of bus drivers when acting in the capacity of a bus driver.

WORK ENVIRONMENT
- Indoor/outdoor environment subject to changing temperatures and weather conditions.
- May be exposed to heights, loud noises, fumes, dust, dirt, oil/grease, pollen and other odors.
- Work in direct contact with the public and other city staff.
- Ready to drive a bus when called upon.
- Working with or around machinery with moving parts.
- There is frequently a time pressure place on this position including rushed jobs, urgent deadlines and other similar time pressures.
- Frequently works in an environment with distractions including telephone calls, visits from members of the public and other employees and disturbances.
- Occasionally deals with unpleasant social situations including the necessity of dealing with an irate or disturbed individual.
- The schedule for this position may involve some work in the evenings and weekends.
