Salary Range:                      $ 77,600- $ 97,033

JOB SUMMARY:

 

This position partners with department leaders to ensure that all employee groups receive and complete all required training based on job assignment and organizational need.  The Learning & Development (L&D) Manager also leads the content development process, serves as a course facilitator for selected trainings and ensures that all trainings align with organizational goals.  The L&D Manager oversees and optimizes the learning management system (LMS), places emphasis on user experience (UX) and supports department leaders in the facilitation and dissemination of training materials. This position also supports various aspects of the organization’s talent management programs with emphasis on career development and succession planning.

 

ORGANIZATIONAL STRUCTURE:

 

The L&D Manager is part of the Human Resources department and reports to the Director of Employee Relations. A Human Resources Generalist reports to the L&D Manager.

 

ESSENTIAL FUNCTIONS:

 

  1. Partner with leadership of MCTS departments to assess and develop training and talent management strategies.
  2. Manage the day-to-day operations of LMS platform including user management, troubleshooting, and content delivery.
  3. Ensure that learning technologies are optimized for accessibility, user experience (UX), and learner engagement.
  4. Establish and monitor KPIs related to LMS usage, learner engagement, and system performance.
  5. Serve as the primary or escalated point of contact for technical support related to the LMS.
  6. Partner with department trainers to maximize functionality of LMS.
  7. Design, organize and facilitate training programs for employees at all levels of the organization.
  8. Prepare trainings, user guides and educational materials to be distributed through on-site training, virtual training, email and/or company LMS.
  9. Ensure setup of training/conference rooms, availability of audiovisual equipment for presentation and/or recording of training.
  10. Interpret HR policies related to training and talent management and provide guidance to managers and department leaders.
  11. Assist with the roll out of new or revised HR policies, rules and procedures to managers and staff.
  12. Assist in the development and implementation of talent management strategies, including guidance to managers regarding measuring performance, employee coaching and fulfilling employee potential.
  13. Provide guidance and input to business units related to workforce planning with emphasis on succession planning.
  14. Work closely with management and employees on employee engagement, including improving work relationships, building morale, increasing productivity and retention.
  15. Serve on various workgroups and project teams.
  16. Assist other areas of the Human Resource Department as needed.
  17. Other duties as assigned

 

QUALIFICATIONS:

 

  1. Associate’s Degree in Human Resources, Education, Business Administration, Administrative Leadership or related field. Related experience may be considered in lieu of educational requirement.
  1. Three (3) years of experience in Adult Learning, Organizational Development, Organizational Psychology, or related field.
  2. Experience with learning management systems (LMS).
  3. Experience creating and analyzing metrics to drive critical initiatives.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  1. Ability to manage and analyze training impact metrics.
  2. Ability to manage internal and external team members.
  3. Knowledge of training methodologies and tools.
  4. Ability to educate, influence, negotiate, and communicate with all levels of management to produce outcomes.
  5. Ability to lead cross-functional projects and work closely with peers to ensure successful learning outcomes.
  1. Knowledge of training, performance management, and leadership development strategies and techniques.
  2. Knowledge of best practices around HR policies, and ability to apply to MCTS operations.
  3. Knowledge of human resources trends and best practices.
  4. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  5. Ability to interpret a variety of labor contracts, governmental laws and technical information furnished in written, oral, diagram, or schedule form.
  6. Ability to develop and execute company strategies to attain outcomes for set goals.
  7. Ability to support and collaborate with staff and management.
  8. Ability to manage conflict and balance competing interests from multiple stakeholders.
  9. Ability to communicate and present information effectively, both verbally and in writing to employees at all levels of the organization.
  10. Ability to develop training and other materials necessary for coaching and developing staff and managers.

 

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

 

  1. Work is frequently conducted in an office or conference room setting. Incumbent is sometimes required to stand for periods of time while training.
  2. Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
