Salary Range:                         $72,700 – $90,900

JOB SUMMARY:

The Public Safety Manager oversees the MCTS Public Safety program in accordance with company policies and procedures to provide safe, secure, and efficient public transportation services.  This position oversees the day-to-day operations of the Public Safety program and will ensure proper staffing of Public Safety Officers. This position manages staff and resources to ensure short and long-term success of the MCTS Public Safety program.

 

ORGANIZATIONAL STRUCTURE:

The Public Safety Manager directly oversees the Public Safety Supervisors and has indirect oversight of the Public Safety Officers. This position reports to the Senior Manager of Security Operations.

 

ESSENTIAL FUNCTIONS:

  1. Oversee day-to-day operations and administration of the MCTS Public Safety program.
  2. Directly manage the Public Safety Supervisor positions and act as back up in the event of absences.
  3. Manage the hiring process for the MCTS Public Safety program to ensure proper staffing levels, participate in interview panels, performance evaluations, disciplinary measures, payroll functions and support all aspects of the onboarding process.
  4. Create and maintain daily schedules for the Public Safety program, ensuring all shifts are staffed appropriately.
  5. Ensure scheduled shifts are filled and track overtime usage.
  6. Assist with the creation, review and enforcement of standard operating procedures and policies.
  7. Conduct and schedule training for both new hires and existing employees as needed.
  8. Manage equipment stock and purchases to ensure all vehicles and staff are appropriately outfitted, assist with budget requests to support equipment needs.
  9. Directly supervise the third party contracted Transit Security Officers.
  10. Coordinate and assign Transit Security Officers to security details and monitor their activity to ensure a timely response and to maximize their security presence.
  11. Assists the Manager of Safety and Security, Dispatchers, and outside agencies to resolve security incidents.
  12. Complete or review Officer Security Reports as needed.
  13. Liaise with law enforcement to assist in apprehension of suspects.
  14. Collaborate with the Manager of Safety and Security, Supervisor of Dispatch and Public Safety Supervisors to identify trends as well as suspects and how to best deploy resources to accomplish desired results.
  15. Aid in the review and classification of security incidents.
  16. Respond to and investigate major security incidents, act as incident commander on scene when needed.
  17. Meet and coordinate with community stakeholders regarding security concerns and trends.
  18. Coordinate with other third-party agencies as needed to provide resources to the riding community.
  19. Perform other duties as required.

QUALIFICATIONS:

  1. Five years’ experience as a certified law enforcement officer, Military Police, Transit Security Officer, or Public Safety/Security Officer is required.
  2. A minimum of three years of previous managerial experience in law enforcement, public safety/security, military or a transit agency environment is required.
  3. A two or four-year degree in Criminal Justice, Police Science, or a related field is preferred. An equivalent combination of education/experience may be considered in lieu of a degree.
  4. Valid Class D Wisconsin driver’s license (non-probationary) required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of MCTS operations and policies.
  2. Knowledge of the criminal justice system, local, state, and federal laws.
  3. Knowledge of law enforcement policies and procedures.
  4. Knowledge of current private security practices
  5. Ability to coach and support others.
  6. Skilled in computer operations and spreadsheet, word processing, communications and related software.
  7. Ability to manage conflict and balance competing interests from multiple stakeholders.
  8. Ability to develop and execute company strategies to attain outcomes for set goals.
  9. Ability to supervise/lead others.
  10. Ability to develop and maintain effective and appropriate working relationships.
  11. Ability to communicate effectively, both verbally and in writing.
  12. Ability to work independently.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

  1. Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant conditions or hazards. Work may sometimes be conducted in the community, at a construction site or in a vehicle.
  2. Physical requirements are those described as sedentary work exerting 10 pounds of force occasionally or a negligible amount of force frequently.
