Transportation Coordinator

Department of Health and Human Services

Position Description: The Transportation Coordinator will assist Milwaukee County residents, particularly residents with disabilities, veterans, and older adults, to access and navigate available public transportation options. This position will serve as the transportation resource expert within the Department of Health & Human Services including managing programs, budgets, contracts, and assets as well as documenting all transportation services. The Transportation Coordinator will maintain an online directory of transportation options, transportation policies, write grants, advocate for available, affordable, sustainable transportation options, and represent DHHS on local, state, and regional transportation advisory groups, as well as serving as the DHHS liaison with the Milwaukee County Department of Transportation.

Position Duties:

  • Promote, enhance, and facilitate access to available, affordable, and accessible transportation services, as well as help residents with disabilities, older adults, veterans, and low-income residents navigate publicly funded transportation options within Milwaukee County. Develop new ways to remove transportation barriers to services, supports, healthcare, food, jobs, and recreation. Support the development of new transportation options and pursue funding including grant opportunities and the braiding of current funding resources to enhance the availability of transportation options, including travel between adjoining counties.
  • Staff an interagency transportation advisory council in coordination with the Milwaukee County Department of Transportation, including representatives from transportation providers, county departments, and mobility managers in surrounding counties to coordinate area transportation services and insure optimum transportation opportunities for residents. Serve as a liaison on transportation issues for DHHS leadership with MCDOT, MCTS, DAS, and SEWRPC.
  • Maintain an understanding of current laws, programs, policies, and procedures related to transportation including how these programs directly affect services to older adults, veterans, and residents with disabilities. Monitor policy and legislative developments and educate leaders, County Commissions, and Advisory Councils on the impacts to residents. Develop policy positions, testimony, and comments on federal, state, and local legislation. Represent Milwaukee County on state and regional transportation committees and task forces including the NEMT Transportation Advisory Council, GCPD Transportation Committee, WisDOT Non-Driver Task Force, and regional Wisconsin Association of Mobility Managers.
  • Meet with vendor representatives and manage existing transportation services and contracts, including the Older Adult Transportation Service (OATS), Volunteer Driver Program, and center specific transportation programs. Update the OATS Rider Guide. Supervise Administrative Assistant regarding program enrollment, data collection, and responses to rider complaints. Develop program guidelines and transportation options responsive to need. Work collaboratively with MCDOT and MCTS in coordinating existing transportation services. Review monthly reports (programmatic and fiscal) from transportation vendors and submit required federal and state grant reports. Compile and report service data and use to improve services.
  • Provide educational materials, technical expertise, and training to the Aging and Disability Resource Center staff related to transportation issues, programs, and options. Explore creation of one-step transportation call center with MCTS and regional partners to disseminate information on all travel modes and to manage eligibility requirements for residents. 
  • Coordinates transportation needs assessment among residents for the Area Aging Plan, ADRC plan, Disabilities Services Division plan, and Milwaukee County comprehensive transportation coordination plan.
  • Develop training, educational programs, and materials for County residents, including older adults, veterans, and people with disabilities regarding public and alternative transportation options available in their communities. Maintain a comprehensive directory of transportation options in Milwaukee County. In collaboration with Mobility Managers at MCTS provide public forums and informational programs on transportation options for residents.
  • Perform all other duties as assigned.

Minimum Education & Years of Experience Required:

  • Must be a current resident of the State of Wisconsin
  • Must possess a valid Wisconsin driver license.
  • Bachelor’s Degree or higher in Public Administration, Urban Planning, Economics or in a closely related field is required. Master’s degree is preferred.
  • At least one (1) year work experience in transportation coordination, administering public policy, or in a social work service coordination role.
  • Intermediate knowledge in the use of a personal computer and Microsoft Office software (e.g., Word, Excel, PowerPoint)
  • Intermediate experience with data management and online interface systems
  • Intermediate experience with Logistics/GIS software systems
  • Basic experience with Grant/Case Management systems
  • Ability to lift/carry up to 10lbs and push/pull up to 15lbs as needed.

Knowledge, Skills, and Abilities:  Read, analyze, and interpret safety rules, operating/maintenance instructions and procedure manuals, scientific/technical journals and procedures, government regulations, financial and legal documents. Perform within difficult or complex working conditions or situations not easily evaluated; decisions require considerable judgment, initiative, and ingenuity in areas where there is little precedent. Ability to work effectively and harmoniously with others; demonstrated interpersonal skills showing an ability and sensitivity to working with and engaging a variety of different people and stakeholders; knowledge of community resources in the area of health and social services and the ability to utilize them effectively; attention to detail, accuracy, and excellent organization skills while working in a team environment; ability to build community partnerships within diverse communities; excellent verbal and written communication skills including, proofing, grammar, spelling, text editing, and writing; ability to communicate with the large and small groups including presentation skills in a public forum; must have the ability to liaise with individuals from both public and private organizations.
