Claims Manager - Risk Management

JOB SUMMARY:

Manage worker’s compensation, return-to-work and general liability claim programs for MCTS.  Serve as liaison between MCTS and third-party administrators to ensure accurate, timely and effective resolution of claims.  Evaluates and makes recommendations on insurance coverage and workplace safety programs.

 

ESSENTIAL FUNCTIONS:

  1. Reviews and investigates all employee injuries, incidents and accidents and works with supervisors and committees to determine causal factors. Coordinate with Workers Compensation administrators of possible issues and lost time.
  2. Coordinates all activities of the MCTS Transitional Duty Program (TDP) by developing policies, procedures and identification of transitional work assignments. Provides training, support, oversight and communication and conducts orientation for new employees entering Transitional Duty Program.
  3. Manage direct reports in accordance with departmental and Company goals and policies.
  4. Monitor, update, and facilitate continuous communication with injured employees, supervisor and transitional work site to ensure program success. 
  5. Assists the Company and the broker with excess liability insurance program.  Assist with recommending coverages in relation to claim exposures and trends. Communicates with carriers on all claim matters as necessary.
  6. Analyzes workers’ compensation and liability claim data supplied by TPA’s; Make recommendations for mitigating losses, prepare reports for MCTS Departments and Executives.   Routinely audits claims for best practices, contract terms and compliance with state statutes.
  7. Assists and supports Safety Assurance Committee to ensure accuracy of risk-related metrics like accidents, incidents, injuries, and near-misses.  Ensures Agency Safety Plan accurately represents policies and practices and assists Director in Agency Safety Plan Implementation.
  8. Perform other duties as assigned by the Director.

 

QUALIFICATIONS:

  1. Associate's Degree in Automotive Maintenance, Business Administration, or Five (5) years of recent work experience in property, auto liability and worker’s compensation claims adjusting required.
  2. Associate’s or Bachelor’s degree in risk management, Business Management or a closely related field from an accredited college or university preferred.
  3. Three (3) years of supervisory experience is preferred.
  4. Claims adjusting certification preferred.

NOTE: Equivalent combinations of education and professional work experience may also be considered.

  1. Valid Wisconsin driver’s license at time of appointment and throughout employment

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge and experience with Wisconsin public entity liability and workers compensation act and the principles and best practices of claim standards.
  2. Knowledge of the methods and practices of loss trending, loss control, risk forecasting, risk transfer, risk financing, risk assessment, and analysis.
  3. Must have an intermediate knowledge of all related computer and software applications such as word processing, spreadsheets, and Risk Management Information Systems (RMIS).
  4. Able to read, analyze, and interpret safety rules, regulations, scientific or technical journals, government regulations, legal documents, and insurance policies.
  5. Knowledge of workplace safety best practices, OSHA regs, internal work rules, analytical skills, report writing skills.
  6. Ability to define problems, collect data, establish facts, draw conclusions and ability to maintain sensitive or confidential information partnered with strong critical thinking skills.
  7. Good written, interpersonal & negotiation skills.  Be able to explain and gather information, answer queries, or assist internal and/or external stakeholders. Must have the ability to build trust with employee’s external partners with the ability to persuade others.
  8. Must have a strong sense of discretion, urgency, and professionalism with ability to multitask while working independently.

 

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

  1. Work is frequently conducted in an office or similar indoor environment. Work may sometimes be located outdoors, in a street location, at a construction site, in the community or in a vehicle.
  2. Physical requirements are those described as sedentary work exerting 20 pounds of force occasionally or a negligible amount of force frequently.
